Tenebrous had a secret apprentice. Plagueis planned to rule the galaxy indefinitely, never fully sharing his power with Sidious. And of course Palpatine had several apprentices while his sights were set on Anakin Skywalker, and even after gaining Darth Vader as an ally, Sidious constantly tested him and threatened to replace him with any number of followers.
